I just recently bought a used 1999 Corolla LE 5spd 4door for my secound car, and I was wondering what would be my best buy for performance parts? Bottom line I want to know how I can get the most horsepower for my dollar. I was looking at a performance chip because they are relatively cheap and some advertise 35+ horsepower witch i find hard to believe because $225 Intake system only promise 20 hp.
Most of those performance chips advertise, like you said, 35 HP, but that is the max they will get on one single certain car, at a certain RPM. On the Corolla, I'm guessing you would get about 10-15 HP with the chip.
Intake/headers/exhaust. Don't waste your time with the ECU (or bogus 'chips') unless you've done modifications to justify it...which you're not going to do until you sink a lot more time and money into that engine.
Would you mind sending me some links of good exhausts and headers i'm not quite sure what to look for. An entire exhaust system? And like a gasket header? And there are so many intake systems short ram, cold air I don't know what the best is or even the difference.
Just do a search for 98-02 headers. Exhaust systems should be cat-back bolt-on, avoid anything over 2.5" diameter, mandrel bent is better than crush bent. Cold air intakes are better than short ram intakes, unless the short ram has a heat shield (box) around it.

I don't want to ask you guys to spoon feed me everything, but I really am completely illiteret about automotive parts, so would someone post some links of some parts that will give me substancial horsepower gains for around $100-$300?
