-Im a member of the BITOG forum and have tried some of there snake oil fixes i will sumerize
-Diesel fuel in Oil = no change in consumption, no cleaning help
-ATF in Oil= no change in consumption, no cleaning help
-Diesel Oil (meant for diesel engine) heavy weight slowed oil buring but detergents didn't do anything
-Heavier weight oils ie 20w 50 = This works to slow the burning but will not fix anything...

-Your definately looking at rings in my opinion!

-Be careful buying a used engine bad rings is a fairly common problem on 98-99's

-I would take a hard listen if you have any lower end knocking if so i would be really careful because knocking obviously will kill the engine really fast and could get you in a accident

-Compression tests will actually read high but.. usually youd see a fair difference between a dry compression test and a wet compression test you wont see this because theres already oil present in the compression rings to assist sealing

-Leak down is similar the oil in the compression rings help seal the ring pack, leak downs are more meant to track down valve problems
it wont hurt to try the snakeoil fixes while he saves a little more money. a can of seafoam is what? $8? some oil and filter is like $20? $30 might slow his oil burning a little and if not its a drop in the bucket next to what the real fix will cost.

to tell you the trueth man i think you will probably be able to save money by pulling the motor you have and doing a light rebuild, as in honing the cylinders, installing new main bearings, and any other wear item bears that seem to have defects, im thinking a used motor with decent milede will run you around a grand, but redoing your motor will run you in the neighbor hood of 600-800, and you would be in a better position anyways, since you know your stuffs new
