Testing the VSS on a 1998 and newer

Would anyone with a corolla be able to help me out? According to the manual I have there should be 12 Volts on the harness that plugs into the VSS between pins 1 and 3 ( the two outside pins). Could someone please check this on your car and let me know the results? The connector is on the transaxle facing up at the back towards the firewall, it is held on by 1 12mm bolt and you will see three small philips screws holding the plastic sensor housing to the sesor. If you could just unplug the sensor and measure between the two outside pins with the key in the on position it would be appreciated. I am not getting the correct readings on my car but I am sure the sensor has failed and I want to make sure there are no other problems.

and whats a VSS?? Variable Speed Sensor?
Dammit I hate not knowing the name of a part on my own car
