How 2 drain Power Steering System

Have an '01 RAV4, w/ 20k miles. While checking fluid levels, the power steering dip stick had a brown thin skin on the stick, also the resivor is coated w/ the brown stuff and the fluid smelled very bad. Wanted to change the fluid and replace w/ M1 syntetic ATF.

Do you have to take the wheel well off to get to the PS pump?
The idea of disconnecting High & Low pressure hoses, scares me. Is restoring the pressure a problem. This is my wife's car and if I screw it up - I'm dead or worse in for days of torture.

Does the syphoning and refilling the resivor work? Couldn't find the capacity of PS system in Hayes, how many changes? Or just keep changing until the color looks like new?
