Question on weber 32/36

I just got a 32/36 DGEV for my 3TC, and don't know much about carbs. I got it from a guy who said it was new, but it doesn't have butterfly valves (or whatever they're called) on top. What's up with this? Did I get screwed, or is this OK? Thanks for help and any other random advice

Eh the Weber dgev 32/36 kit 740 (exact match for your 3tc) i'm selling right now has them.. and yes you should have them.. it's the DGEV it is an electric choke.. which means those butterflies are controlled by the ECU or whatever your car uses to control air flow/velocity
