low vacuum on manifold

It's weird, since I didn't test this before I'm not sure if this is the way it was before I put my quad Keihins on or not.. but for some reason on all 4 runners I am only reading 10" of vacuum.. when I pull the throttle the vacuum drops.. and if I go high in the revs.. like 5k.. rev up quick n let off right away.. the carbs kind of spit out air/fuel .. not a lot but I can see it hit the firewall..

Other than that.. it idles with out a hitch.. the tach sits right on the nose.. doesn't bounce.. she rev's up solid.. appears to decelerate with out a problem.. On deceleration the vacuum jumps to about 20" but then returns back to 10-12".. when I pull the throttle the vacuum drops down like it's supposed to..

I checked my timing.. the pulley is lined up with like 8 degree's on the plastic thing.. I suppose that is 8d BTDC.. right?

I tried adjusting the spark timing.. but that made no difference.. I have it at full advance now.. like I did before when I was running my weber carb..

Everything sounds and seems fine.. maybe my cat is blocked up? I haven't taken it out for a drive yet.. what I'm gonna try is fitting the airbox onto the carbs.. and see if that makes a diff.. I know my weber didn't wanna run for crap until I put the air filter on.. when I would go WOT on the weber it would just stutter then start to rev.. but with the air filter on it ran fine..

And I was using the vacuum gauges to balance the carbs out.. I have a gauge on each runner.. and I balanced them at 10".. seemed to be the best I could get.. although I'll give it another crack.

Oh and I did check for vacuum leaks.. and nothing.. I was using MAPP gas and i even held it infront of the carb inlets and it made no difference in the idle sound..
