doesnt Idle correctly

My 1990 AE92 CorollaGTS has an idleing problem. When it gets warm, it will idle correctly at 1. But when I stop, it will go back up to 1 1/2. Another thing is, when I push on my brake, it would jump back and forth from 1 to 1 1/2 til I come to a complete stop? CAn anyone shed some light?

There is a vacuum issue.. because when you press down the break the brake booster is drawing vacuum from the manifold into the chamber to give you your power brakes.. but i hardly consider your slight jumps (100rpm or less) to be an issue.. unless you mean 1 1/2 to be 1000-1500rpm?
