99 Corolla Drive Belt Noise

I have this noise problem on my 99 Corolla.
The serpentine drive belt makes noise when starting
cold. It is a ratttling sound. It goes away
when engine warms up. The cause is a faulty
belt tensioner.
The replacement part costs $180.
Has anyone been able to get this fix
under warranty? But my 3 year warranty has
expired.
I back track the AllData and found there is a service bulletine
for 1988 Corolla #EG00498 Engine - Tensioner Modification Reduces
Drive Belt Noise. I don't know what this modification is.
Anyone may know about this mod?

For the binder on your 99 rolla i had the same problem and yes it was under warranty
you sould make sure that it didin'tcause any damage to the water pump mine had to be replaced.Any mods on your ride?

I am on the third drive belt now. A new
belt will last couple of weeks and noise will
come back. I like to find out what is the
Toyota modifaction is, so I can do it myself.

The only mods I have are car alarm and driving lights.

I live in California, we have SMOG check every two years. Engine mod pretty much out of the question.
