It definitely makes a difference which engine and transmission combo you have. My '93 1.8 5-speed has nearly 140,000 miles on it, and it gets about 25 in strictly surface street driving, but gets about 35 on the highway (my average over the past 24,000 miles is 29.8 mpg). The car's gas mileage is greatly affected by air conditioner usage and how judicious the throttle application is. I've seen as low as 21 mpg around town with the air conditioner blasting the whole way (I actually got 16.4 over a 19 mile span straight to and from work... I have a heavy foot!), and I've seen as high as 42.2 mpg from the car.
