The peak gas mialage in every car is different, as a general rule:
fuel used = (power output - power loss) / (speed - friction encountered).
Usually tho, you will find this to be around 50mph (~80km/h), or in 4 cylinder cars, around 3000rpm.
As for revving hard in first, that is only bad during break-in, every other time it will just waste fuel. If you maintain your car well, it will happily run at redline all the time and not do damage.
