high reving engine problem

Hey guys...I need help...my local dealership thinks that my car is fine...but I think that theres something wrong and there waiting for it to get bigger so they make lots of money of me.
Anyways....my 89 corolla GTS seems to rev really high....right form start up and for quite some time.......maybe half hour.
and when you shut the car off it runns for maybe 2 seconds longer than it should...so if you leave the car in gear pull the key out and get out of the car..you stall in sort of...make sence..the car is shutting off but you have to wait for it to die.
Im due for a timing belt..and one of my other belts are sqeuling periodicaly.....could this be part of my problem...does my question make sence? can anybody help me?

Vaccum leak or ICV problem.
Do a search. Some one with a Celica hard similar problem and found out it was a leak on steering pump.
Detail instruction was on that thread.

Cool so I found the thread you were refering too....is that common for that power steering valve to bust?
What does that valve do anyways and why would it affect the RPM's?
What else are you resetting when you reset the ECU?
Im I driving aggressively enough the ECU has "learned" that I like to drive fast so it idles rich?
Again I wish my dealer wasnt so anal. and I could just ask them these questions and get a straight answer.

ECU remember ICV, O2 and other fuel settings due to weather and other changes. It won't increase idle no matter how hard you drive. It'll slowly increase ICV openning to set idle around 700rpm. With build up on ICV, it'll get opena lot to get enough air for idle. Some time the ICV is stuck open with build up and engine will idle high. After you clean the valve, you reset ECU so it start at 0 again or else car will idle funny.
