If you find one in a wrecking yard, get it. I don't remember how much it cost me exactly to replace my cables, but I got it done while I had my exhaust bent up, and it cost me $500 including a high flow cat (and I brought my own muffler).
The OEM cable from the dealership is prob your best bet cause if you get one from a scrap yard you don't know if it is any good it could be seized. I believe it is under $100 for one.
I was charged by a Mechanic to change mine fror around $30. You could also do it yourself it is very simple.

i never fixed my e-brake either....drove around for 3yrs w/o it....just remember to park in gear.....although having e-brake is fun in the winter time.....
^^i still have two of them.....the mr2 and the AE86 coupe (well..she just sits on the driveway taking up space).......it was the AE86 that i never replaced the e brake....i'd never do that to the mr2......
