Get some rims. If you get more than 16" you might need to lower it. To lower use Eibach Pro-Kit springs and KYB GR2 or AGX struts.
Make sure to get good tires too.
Don't get a spoiler unless its the OEM factory one. Big ass spoilers on Corollas look gay.
As far as audio, I would go for Pioneer, especially for the head unit and the speakers. You'll prolly need two amps if you wanna get a sub too. One 4-channel for the 4 speakers and one 2-channel for the subwoofer. RF are pretty good amps I've heard but I have no personal experience with that. Stay away from Sony, I've heard it kinda sucks.
While I cannot fathom why it is that people deliberately want to make their cars look like alot of the ricers do, I guess it is up to the individual. Seems like a good starting point would be big rims, a wing of some sort, and some stickers of performance products. Having the performance products doesn't seem to be a necessity, just getting the stickers seems to be enough for many of them. I think the going philosophy is something along the lines of "Stickers add 25 hp".
Stick LED's wherever you can. Buy one of those giant screw on tips you get from pep boys or auto zone. Then get a giant aluminum wing, mount it to your car, then get another wing and mount it on top of that. then take the hubcaps off so you get that great black steel rim look. and remember stickers sticker stickers!!

Depends on the car really.. if you're putting all those things on a 92HP Tercel or a 70HP Civic, you know.. on a car that no matter what you do its still gonna be slow, then yeah that's rice. But if you're doing up something like a Celica All-Trac, an MR2 Turbo, a Mitsu Eclipse, then its a little different.
I don't consider some wheel upgrades, weight-decreasing upgrades or intake-exhaust upgrades as rice. However stickers, neons, LED's, etc.. I consider rice, because they don't do shit towards performance.
You guys give him a break shit. Maybe he meant rice up as in make it look nice. You know, not ride around with a big wing and stickers, but just make it look clean and sound clean. Not every good looking car has to go fast, and maybe he just wants to make it look good. You guys are ***s.
