what's the legal process after doing an engine swap on a car from the moment you're done swapping -> smog?

It also depends entirely on the engine. You cannot legally swap and BAR ref a non-USDM engine or an engine that was not ever sold in a car in the United States. The engine being swapped must have all smog equipment (EGR, etc...) and must pass smog and meet with CA requirements. ALL of the factory wiring and ECU must be used. The BAR refs actually print out a wiring diagram and follow it to make sure it's all there. Must use all original OEM spec equipment (no intakes and stuff). Engine must be from a newer car, or one of the same year. That's the only real LEGAL way to legalize a swapped car in CA.
The easy way... pay a smog shop under the table and have them overlook the visual inspection part. You better pass tailpipe though...
