It is possible to add P/W P/L to an Corolla 2004 CE?

yeah, you just need to buy a separate kit for both. Check with a dealer, they should be able to direct you to the shop that can do it for you.

it comes as options so it's possible but it'll cost you a lot so it may not be worth it

you would've been better off opting for them when you bought the car, it would've been cheaper and better.

My 88 sr5 has power everything 'cept fo windows and locks, i was wondering if it would be possible with it?

I think it's possible with any car, you just need to buy the module for power windows and locks. One other suggestion is going to the junk yard and ripping it out of a salvaged rolla.
