check engine light on 96 Corolla

I am stumped, I keep getting check engine light on. Originally auto zone's code scanner said front left bank 02sensor so I replaced it.

Now I keep getting P0401 code, insufficient air flow to EGR valve. I replaced both the EGR valve and the vacum modulator and I still get a check engine light on.

I went back to the store to have the resistance tested on the VSV and it read only 1 with 2 different Ohm meters when Haynes manual says it should read between 37-44 Ohms. Could this really be possible?

The car runs fine but it will be hard to sell with a check engine light on.

What are your thoughts group?
