do you have your original thermostat? do you have a temp gauge? and if so is it getting up to where it would be on just a cool day, or is it staying at or near cold?
You may have to replace your thermostat and if you want to go true ghetto you could always cut out a piece of cardboard and stick it in front of your radiator. I guarantee you will have better heat if you go the cardboard route, but again it is ghetto.

replace your thermostat. its opening too early and not letting your engine reach optimal temps. if this isn't enought (wasn't for me) replace your belt driven fan with an electric one and cover your rad with a piece of cardboard in a manner to stop air around it from drawing heat away from it.

Got the same prob with our 89. Car takes awhile to warm up and the heater, well it sux too. Haven't done nothing yet, what should I try first or should do?
did the flush over the weekend... did jack with the heat issue... it still sux... in fact i think it's now even colder...
it does take a while for it to warm up, but even after drivin for a long time it's still not hot enough. i think i'll try the ghetto solution..... cardboard.
the flush wont do shit, its the thermostat. even with the cardboard and a bad Tstat your not gonna get any heat.
i drove my ae86 all winterlong without a fan (had an electric one on, but never needed it)

i did change da thermostat same time i flushed it....
also did the cardboard thing... nada....
i think i'll just have a lil bonfire inside while i'm in da car...
I think you need to check the hoses taking water into the heater core.. or even the heater core itself.. chances are you got a plugged hose somewhere and there's no hot water going into the heater core. I used that black radiator stop-leak shit on my old Civic once.. damn thing ended up plugging up the hose or something in the heater core and I never got heat after that.
