96 sd autobraking?

hi all. this is my 2nd time posting on this forum

i just recently bought a 96 corolla sd with 192,000 km on it [edit: it's automatic]. it's all good except for one problem... whenever i take my foot off the gas pedal, the car seems to decelerate (and no, i'm not pressing the brake, nor is the handbrake on).

i know, it's only normal for it to decelerate when no gas is being fed, but the car seems to be decelerating faster than it should, rather than "coasting". it almost feels like some braking is lightly being automatically applied. this even occurs when going downhill! it doesn't speed up when going down hill, and sometimes it even decelerates!

this is most noticeble when i've reached speeds over 60km/h, around 80km/h.

any ideas on what the problem could be and how i may fix it?

as well. since the trim's an sd, there aren't any powerlocks. anyone know where i can get a kit to install them myself? i remember reading somewhere on this forum or corollacustomz that you can get a kit for $30, plus extra actuators for $10 or $15, but couldn't find any actual stores. i'm in toronto.

the rear brakes are drum brakes. they're new, but they weren't adjusted. the guys who installed them said that the drums aren't perfectly round since they're new, so they can't be adjusted right now and i should have them adjusted when i get my next oil change.

i'm not sure, but i think i was getting this problem before the drums were changed. i got them changed on the same day i got the car because the old ones were rusted and worn and i couldn't get the safety certification done unless i had them changed.

so could it be the brakes then?
