Electrical problem in 91 Corolla

Hey, anybody ever had an electrical problem where the windshield wipers come on when you disconnect the negative battery cable while the engine is running?? I figured that there is a short someplace. I pulled the wiring harness from the alternator and pulled the negative clamp from the battery and connected a test lamp on the negative clamp and the negative battery pole and the light comes on. I pulled each fuse and none made the light go off. Except for the dome light fuse, when i pulled that fuse, the test light dimmed but didn't go off. I'm stuck now. Any suggestions or has this happened to anyone before??

You shouldnt disconnect the negative battery cable while the engine is running in the first place, you can cause major damage doing it.
