EGR flow Insufficient.

Hello everyone,
I'm here trying to get my sister's 96 corolla sorted out. It threw a CEL. I scanned the ecu, and the error code i got was EGR Flow Insufficient. I assume its a tube from the exhaust to the head, or something like that? Could it be clogged with carbon, could the solenoid (if there is one) need replacing? Is this a common issue? What steps should I take to fix this for her, and how much am I looking at spending? Thanks.

no, it's the little black valve sittin back by the intake manifold, should have 3-4 vacuum hoses going to it, very common Toyota problem
