89 Corolla Oil on sparkplug

Just replaced the PCV valve on my dads corolla. He told me before the last time he changed the sparkplugs that the seconds plug had oil all over it, so I just checked it out. When i take the plug out oil is inside the tube and all over the sparkplug. The sparkplug doesn't spark anymore when I tested it out. I thought maybe the piston rings were messed up and he was getting a lot of blow-by and that would cause pressure to build in the crankcase and thus messing up the PCV valve. But, when I put the sparkplug back in without putting the cap back on it and had him start the car I could feel lots of air coming up from the hole. Does this mean its not necessarily blow by, because I figured the sparkplug would block the air from the combustion chamber from coming out. So does this mean the head gasket has gone bad. His car doesn't smoke, but he has to keep adding oil to it very often. Also the bottom of the car has oil all over like a seal busted somewhere. Could that have been caused from the PCV valve overpressurizing the crankcase and causing a seal somewhere to bust? I am no mechanic, just trying to think logically. Anybody know of anything that could cause all this or do we need to take it to a good mechanic?

Im not exactly sure what your describing if theres oil on the plug where the gap is its an internal problem if the oil is on the top side or along the insulator id look at that plugs oil seal that seals the plug tube from the valve cover. To me these problems seem to be 2 seperate problems with the oil all over along the bottom of the car. although it is true that if the PCV valve is defective a car can burn oil for no other reason or leak oil from seals
