prolly something with the brakepad. I would pull off the front tires and check them...inspect to see if there are any grooves or striations on the rotor...if so, you have yourself either a warped rotor, faulty caliper or possibily one of the anti-vibration shims are rubbing. that brown stuff is just brake dust. it will build up overtime, esspecially if you have cross drilled or slotted rotors.
check your lines and master cylinder to see if there are any leaks, cracks or ruptures. Play with the brake pedal to see if the pressure is ok...is it too soft or too stiff? is there an inconsistent pressure...like stiff, stiff, soft, stiff...might need bleeding?
finally, check your brake pad to see if its worn past the limit, wearing uneven or if there is any grease on it. superficial grease should just burn right off, but if theres a superfluous amount, it will cause uneveen braking. best bet is to wipe down the rotor and even the pad with some gasoline and a rag. Check the back drums too (or rotors if you have). make sure that the parking brake is not too tight or even siezed to the point that it rubs even when its not engaged.
its hard to assess the problem without seeing it or experiencing it. But if you do some of these things, then at least you can limit the possibilities or even pinpoint the problem.
