when i have the injectors unpluged from the wire harness i can spray starter fluid to get it to run and when they're plugged in it won't start but you can smell gas on the plugs when i pull them out

I don't get it... why would the car start with unplugged injectors.. that's like saying you light a match without striking it on something.

the car will start with starting fluid when he unplugs the injectors.

As for the injectors all pulsing at the same time, do you actually have diagnostic equipment that is telling you this, or are you just looking at them?

For something ECM or FI related, you are going to go around in circles replacing all kinds of top dollar electronics and you might still not get it right. You need to take the car to a qualified shop or dealer for diagnosis. When that stuff doesn't work right it really separates the "i work on my cars shadetree mechanic" from the ASE certified technician. Its not a bad thing to say I don't know how to fix this and take it to someone who does.
