It's not unheard of to buy a hachi in that kind of shape down in the US for that price. Don't offer him anything until you have a full inspection & major visual of the entire car inside & out. As long as it's mint & does not need any maintenance (yeah right), start by offering $5G's. Remember to check if the timing belt has been changed cuz it's generally due at around 100,000km anyway.

Make sure you have the engine compression and leak down tested. This will, without a doubt determine what condition the engine is in. Even after less than 100k, a 14-16 year old car may have bad rings, valves, seals, etc. If the engine gets a nice near spec compression .. spec is 180psi on an 86 with a 14psi variance between cylinder, then you've got yourself a good car.
Get it on a hoist and check everything. Frame, undercarriage, suspension, brakes, EVERYTHING.

To answer your question, I personally wouldn't pay that much for an AE86, unless it was modded properly or in absolute mint shape. I'd likely put the money towards a clean S13 and some suspension mods. But thats me.
