No... you don't have to go to the BAR ref. Only time you would need to, is if you're trying to legalize an engine change, as in swapping in an engine that is different from the original. When you swap in a JDM replacement engine, just be sure to use your stock manifolds and keep all of the emission stuff on there (EGR, EVAP, PCV, etc)... The engine will be totally legal and should smog fine so long as the motor and emission parts are in good order.
Attarco in SAC usually carries low-mileage replacement motors (most from overseas) and those come with a 6 month warantee (with some minor restrictions).
