Are the lugs on the steel wheels the same as the ones on the alloy wheels?

Not necessarily, depends on what lugnuts the alloys use.

You're right.
I just found out on another 'rolla forum the stock lugs won't work.
The alloy lugs have a built in washer.
Toyota wants $4.50 per lug.

Toyota dealers in my area want $4.50 to $5.12 + tax for each lug nut!
Ordered a 20 piece Toyota alloy wheel lug set on EBay for $48 delivered from deals on wheels two.
3075 transactions
99.5% positive.
These lugs should be ok.

Go to an auto parts store or a Wheel and Tire shop and buy tuner lugs, they're pretty cheap. buy the locks too. I had to do the same with my current wheels, the OEM lugs didn't work so I got tuner lugs for $1 each. and a set of wheel locks for $25 from Wheels Direct.

Good idea but I already used a "buy it now" feature on EBay or the lugs.
Called the company and tney said the lugs would fit.
The $2.40 each I paid with shipping isn't too bad but a dollar each is much better
