I'd recommend you avoid this. If this thing is boosting your output to 140 watts, you are going to get a negative reaction from oncoming drivers that are blinded at night by your over-bright headlights. Keep in mind that a free-form reflector is designed for use with a relatively low-wattage bulb, so what light scatters to the sides is not very pronounced. At 140 watts, you're looking at nearly 3x the output, and the light scattered to the sides is going to be that much more pronounced. To get a sharply-focused beam, you'll need a projector system, and not just any cheap-crap eBay system. Think of retrofitting S2000 or Audi projectors to your car for a sharp cutoff and reduced scatter.
That is, of course, if the seller is telling the truth about the output. I can already tell you that this incandescent system will not achieve the 6000K color temperature claimed on the packaging. What it will achieve is the bluish color created by an actual 6000K HID system, but the actual color temperature will likely be less than a regular halogen bulb because 1) it's incandescent and 2) the blue paint on the bulb will filter out a fair number of lumens actually getting to the road.
You'll get far more light onto the road and a much more useable color by going with DOT-legal Silverstars or some similar, like PIAA XtremeWhites. Too much blue actually strains the eyes of the driver.
Please consider socially responsible lighting solutions. What may look cool to your friends is usually interpreted as "ricy" by actual performance enthusiasts and downright obnoxious by the general public. Things may be different north of the border, but where I live, the cops seriously crack down on blue headlights.
