how to set timing?

1996 corolla, 1.6.

I tried to set the timing however the distributor does not move.
I loosened the No. 12 bolt but the distributor does not move up or down meaning in the retard and advance direction.

How would I go about setting the timing?

theres 2 12mm bolts one in the front thats easy to get to and theres one underneath thats harder to get too

So, to set the timming, is it the same way by moving the disdributor?
What deg should i set it to? I am located in toronto.

You have to short the service plug in the enginebay and then set the timing, otherwise you'll get it all wrong. according to someone its 10deg BTDC, but in my 90 rolla its supposed to be 5deg
