kickdown cable

I went to tighten my kickdown cable since I thought it might be loose because the car does not downshift. I noticed that the structure seems alot different than a throttle body cable. It seems broken but maybe you guys know whether this is normal or not. The bulge on the cable that seems like it should be inside the housing is outside towards the throttle body. so when you pull on the cable there is tons of slack and there is no point to even try tightening the bolts on the cable. It does adjust where the bulge is in the line with relation to the housing, but that doesnt seem to make a difference.
