They are pretty much the same. You use it to clean brake system, get rid of gunk, dirt, and brake dust when you replace pads, shoes, calipper, drum, etc...

I haven't read the directions on that brand, but brake parts cleaner is good for removing thin oily films (and removing adhesive labels from jars! ). It isn't very good for heavy duty cleaning.

The surface it is important to clean is only where the pads rub on the drum or disk. On old brakes it is generally very shiny and not in need of cleaning. This surface does not need "routine cleaning". When you work on your brakes you get that surface oily because your hands are oily. In that case you clean it with brake parts cleaner. I spray it on the surface and wipe the surface with a clean rag or paper towel. It isn't necessary to clean the other parts of the brakes. If want to clean the other parts of the brakes just to make them look nice it probably works just as well to use something like "Orange power" cleaner and water. Don't get the brake pads wet. Then you may need to apply grease to some of the moving parts. Use the brake parts cleaner last to clean the braking surfaces last since you will get some residue on them from your other cleaning and greasing.

I am not working on my breaks now. But I am wondering if I just spray this break parts cleaner on my brake rotor (without removing tires), will it remove the dust and incerease the friction between rotor and the pads?

thanks.

No it wont. Pads create dust and they have most grip when the rotor and pads are dry.
