Unless you have two two-throat downdrafts blowing into separate runners. The advantage of downdrafts is that you can increase intake manifold length, which in turn gives you better chances of pulse charging and therefore more power.

Depends on the sidedraft really. Mikuni PHH, Weber DCOE, Dellorto DHLA are basically the main sidedrafts used in cars that have independent runners. Strombergs, Pierburgs and hitachis might have one carb for two cylinders, or even one carb for four, yet they are sidedrafts and can produce alot of power
Carbs and ITB's arent really directly comparable to each other.
