HIR bulbs ARE halogen bulbs. And with halogen reflector headlamps, you'll never get a "consistent" beam pattern because of the reflector design and where the light is reflected.

If you get HIDs in stock reflectors, not only will your pattern be worse, but you'll be blinding everyone in sight.

If you want a good, wide, consistent beam pattern, http://www.toyotanation.com/forum/t178884.html buy this, and do a retrofit... and make sure to cover the holes in sides the projector with aluminum so light doesn't leak.

Otherwise, you're stuck.

EDIT: You're getting hot spots with the HIRs because the reflector in your headlamps wasn't designed to reflect that kind of intensity of a bulb.
