That would more than likely be a function on larger forward sampling of the reciever than reception, since the signal profile from the Satellite and it's line of sight propagation wouldn't change under an overpass.
I'll have to check my old site list and see where the repeaters are in Portland. I can't recall, but I think there were 5-7 total.
