USA Emmision Help

I have a 92 Celica GTS and live in IL and we have to take the emmisions test and I bombed it. I have around 5 months to pass, but I rather get if over with now incase I want to keep my car. People have been telling me a million things to do so before I go and spend 300 dollars on something that won't solve my problem I was wondering what you guys think. My HC (hydrocarbons) read 3.53 and to pass you need .80 and my CO(Carbon Monoxide) read 66.3 and to pass you need a 15.0 so basically saying I failed is an understatement. I'm changing the 02 sensor tommrow but I know its more than that. I was thinking maybe the TPS or maybe even the MAS could be bad. Everyone is saying my cat is fried, but a cat would not throw the numbers off that bad. That may be a slight problem, but putting a new cat on wouldn't make me pass. I also get like 13-15 miles per gallon. I heard the GT-S is should be getting like 21 mpg. Please give me some advice

well firstly you need to stop it running so rich , that will drop your hydrocarbons and solve most of the problem. find the source of hte rich condition instead of just covering it , so i personally dont think the new cat is going to help you
