What is the engine that is currently in your car?
Is it st gt gts or alltrac?

279,000 miles is a lot on an engine.
The 1.6 liter is very easy to get ahold of, you can get them from a gen 5 celicas(that's your car model) or you can get them from a camry. I endorse the 1.6 because it is small and very easy to handle. I see these engines on ebay. You should buy it from there and let us know how it turns out. They are like $700 shipped.

I have the 1.6 liter engine and have 220,000miles and have had no problems and it has retained it's power.

It's also a lot on the tranny too. If the sincros are bad use syncromesh fluid by pensoil it makes the tranny knew, I am assuming it's manual.

He might have a 2.2L 5sfe. If that is the case then he is better off looking for another 5sfe, which will be almost a direct swap, If your looking for more power go with a 3sgte But your looking at about 3 to 4 grand if you can do the swap yourself, and 5+ grand for someone else to do it for you.
5sfe - 135hp
3sgte - 200+hp(depending on which gen motor you get)

Liter - a typical cost for an engine for those years would be 450-750 (750 for a 5sfe from a 99 or newer camry with 30K miles or 450 for a 1.6 from those years). Labor another 500-700 depending on where you are located. Attributing these two costs..negotiate well!
