91 Celica Hesitation

I just picked up a 91 GT w/ 183k miles that has been pretty taken care of. I have fixed the Thermostat and replaced the Air Filter intake hose, now its drivable! But...

Now that im driving it, i noticed the car really stumbles and seems like it hits flat spots up until about 3k RPM, looks like the Plugs and wires are new and i cleaned the throttle body. Any ideas? I looked up some stuff online and it says the EGR Vacuum Modulator may be the culprit but im not sure.

Also anyone have a link to an online repair manual? Im a college student lookin to save some cash.
