Horn Problems

I got in a finder binder a while back and my horn stopped working in my 1994 celica. A mechanics said they couldn't fix. However I later found out there is something called either a "clockring or cockring" that is suppose to engage the horn on the steering wheel colum when the horn button is pressed. Does anyone know anything about this and if it is easy to replace.
Please advise.

Yeah there is a ring that makes contact and closes a circuit when you hit the button, I'm assuming you have an airbag wheel that deployed and you didn't bother replacing the wheel? If thats the case then its likely easier to just replace the wheel. Theres a guy by the name of TRD2000 who has the oe airbag wheel out of his MR2 that would fit your Celi, he's had it for a while so make him an offer, he may let it go cheap. I'd just check to make sure that the horn is working by running the positive wire straight from the battery and just touching one of the contacts on the horn itself.

Actually they did replace the airbag but the horn never worked after that. Is it possible to just replace the ring.
