Gen5 93 celica-Steaming engine

So when i drive for awhile u see steam comming out by the radiator to the right of it. I took it to the mechanic, he seemed to be a dumb one who didnt check shit and assumed everything. He said the Head Gasket needs 2 be replaced, When i have the receipts of the last owner of the car who replaced Head Gasket, Water Pump and Timing belt. What could it be? Cause i really am confused.

It could be a head gasket. Replacement isn't better than OEM.

Where was the steam generated from? Thermostat housing leak that made it's way down to the exhaust?
