Need Help '92 Celica GTS

Just bought the car from an individual that had two random hot wires coming out of the shift boot. Long story short they touched, sparked, rear driving and gauge cluster lights are out. Went to pick it up and the person had removed the two wires and when i asked what they had gone to, the answer i got was "i dunno".(nice person huh?) Checked fuses/bulbs/relays, and everything looked ok. I'm wondering if possibly the problem could be in the switch on the steering column...other than that, i'm hoping that it isn't a wire somewhere.
