1989 celica 3sfs drive belt issue

I have a 1989 celica w/3sfe. I was driving along the other day and i heard a clunk noise and then my battery and brake idot lights came on. The car still ran and drove fine. I figured my drive belt had broke. I pulled over and raised my hood only to find my drive belt intact but extremely loose. I first guessed it had somehow stretched?? I purchased a new belt only to find it was the same fit. I then checked the altenator and air conditioner to see if they had come loose or something but they were tight and in place. I figure now that the clunk noise was smething falling off. But What??? I have a Haynes manaul but its not much help. Is there suppose to be a tensioner for the drive belt? What about the harmonic balancer, is it suppose to be some or does it have a pulley wheel that could have come off? I can not find a diagram or illistration that helps me.

The tensioner bolt in front of the alternator (long vertical).

You did not read my question. I know that there is a bolt that you adjust to tighten the belt near the front of the altenator. I said in my question that the belt would not tighten enought. I found out the information on my own by visiting a junkyard. As i suspected, something did break and fall off. The pulley seperated from the harmonic balance. I got a complete good one at the JY for $10.00. I put it on this morning and works great. I used the advice that someone gave on this site about using to flat pieces of metal to keep the crank from turning.. it was a great ideal.
