Power Windows 91 GTS

I've got a 91 GTS and the Power windows will not work. The Mirrors do have power, I can contorl them from the center console, the locks have power as well.
Now here is the kicker, the drivers side panel has been ripped off around the controls. The Passenger side is perfect. I'm thinking that with out the drivers side controls connected the passenger side controls will not work ?
I'm also gonna try looking for the fuse for it.. anyone happen to know the type of fuse and possible the location of it please let me know.

In many Toyota models, the power windows are on the same fuse as the door locks, etc. You might dig into the driver’s side console a little bit, check to the all the wires are connected.

check your door harness seen wires break from body to door.
