2000 Celica GT foglight problem

I cant get my foglights to come on.
Do they turn on by the switch on the blinker arm?
Also where are the fuses, only under the hood or is it somewhere else?

There's also fuses inside the cabin on the passenger side against the center console of the dash.

refer to the manual for more detail on what fuse number the fog lights are.
if the fuse is not blown, then i think its the bulb.
they are pretty cheap bulbs for the fog lights, very to install too but takes a lot of time.

The fuse for the front fog lights is in the fuse panel down in the passenger's footwell. It's the fourth one over starting from the bottom left. Should be a blue 15A buss mini fuse.
