Problems with the paint on front bumper? (2000 Celica GT-S)

Hi all.. I'm new here so I'll start with:

My name is Adam, I live in Sacramento, CA
I own a 2000 Celica GT-S
No Mods.

Anyways, I own a black one and I'm getting some rock chips on the front hood. They are very small paint flecks... that I can live with.

On my bumper, its a different story. I have 5 or 6 HUGE spots of paint missing from rock chips. By huge I mean anywhere from 1 inch square to 5 inches square. What happens is I get a rock chip that puts a very small hole in the paint. As I drive along, air gets up under the edge of the hole and flakes the paint off. So now my front bumper looks horrible because its just flaking off left and right. It ONLY does this on the plastic bumper. Is this normal?? Its the original factory paint. Should I take it in to Toyota and ask them what the hell is going on? Should I ask for a free paint job or new bumper?

Like I said, I just don't think that the factory paint should be coming off like that from some rock chips. If I had a digital camera, I'd post some pics.

you can try but Toyota has refused to do repaints. Check newcelica.org for a bit more info, they collected names and petitioned Toyota.
