accessing the e-brake cable

The e-brake on my friend's car broke somewhere, what is the best and easiest way to find the problem? It's a 90-ish Celica GT I believe. I pulled the lever up too hard and it popped, now it won't engage.

It probably broke at the y-connector which is visible under the car around the gas tank.
