Check classic-celica.com. It should be a possible swap. Its been done in rwd Corolla's. I don't see why it wouldn't work on a rwd Celica.

Anythings possible with enough money. Finding the parts to do a RWD 3SGTE is the hard part.

The 3S does fit but most 3S engines are mounted east-west.
The 74 Celica requires the engine to be mounted north-south.
So you need an exhaust manifold and gearbox from a RWD car.
The 3S engine (3S-GE, 3S-GTE) is easy to find.
You can use the gearbox from the Corona ST140 (1S) or ST141 (2S)
3S engiens can use the same gearbox as 1S and 2S engines.
Not sure if the 1S or 2S exhaust manfold can fit a 3S-GE.
If you are using a 3S-GTE then you can custom build your own dump pipe (after the turbo).
The Altezza (also called Lexus IS200) had a 3S-GE mounted north-south.
It also had a 6 speed manual or 5 speed auto that bolts directly to a 3S-GTE.

I don't know of any Classic Celica clubs in the Philipines but here is a club in Malaysia.

Here's some more ideas for things like other engine choices, brake upgrades, suspension upgrades, etc.
