In order to change the timing belt, you need to remove both upper and lower timing belt covers. The lower timing belt cover can only be removed (without damaging it) by pulling off the crank. The bolt should have been torqued at 80 ft-lbs, not that much?
An air powered impact wrench has never failed to remove the bolt. Do you know anyone with an air powered wrench and a compressor? You could loosen the bolt, then retighten it a little and drive back where you will do the work.
Are you turning the bolt the right way to remove it (CCW).
Toyota uses a special tool that attaches to the pulley hub and allows it to be held stationary. See link below for access to the service manuals.
The pulley has a couple holes in it to attach a bolt puller. You may need one to remove the pulley, don’t use a clamp puller as you may damage the pulley (it is a two piece setup). Pick up a couple of long metric bolts and screw them into the pulley holes, then wedge a bar between the bolts and the floor. Use a ½ inch drive socket and a large breaker bar. Keep in mind, after the belt change, the pulley bolt will need to be reinstalled.
