Looking at an '89

I'm looking at buying a well worn '89 Celica. 140k on the body, motor (2.0 Camry), and auto transmission. It runs, but doesn't idle well. We believe it's the IAC motor. However, even when you hold the throttle open, it still doesn't sound too great. I'm wondering if there are any direct swaps I could put in it, or am I stuck with this one motor (which is common enough to find if I need a new one). I plan on using the car as a commuter, so I'm not looking to make it fast or anything (already got the Prelude for that :P)

Well, the engine in it is the 3SFE.
So that would be your direct swap.

You could also stick a 5SFE in it, which is the newer larger better version. 2.2L.

Those are the 2 quick easy cheap ones.

Is the 5SFE still OBD0, or would I have to convert everything to OBDI? I'd like to do as little work as possible yet still have a good DD

No such thing as OBD0.

All EFI before 94-96 [depends on specific model and manufacturer] are OBDI.
Federal law requres all cars starting with the 1996 model year to be OBDII.

The 5SFE is both, depending on what year.
Regardless, you can use your wiring harness and ECU on the engine.
You will have to swap some parts, depending on what year 5SFE you get and what it's coming from.
It won't run as well as with a ECU for it's year, but it should run ok.

So Toyotas don't have PreOBD (also called OBD0)? I'm used to Hondas, which went from vacuum advance, to PreOBD, to OBD I and up

Got to get a good look at it today. We started it the other night just because, so I wanted to see if I could get it running again. We used a jump box because the battery was dead, so this time I brought my spare battery. Hooked it up and the headlights came on and wouldn't go off (didn't do this last time). Wouldn't crank. Checked and the EFI and DOME fuses were blown. Changed them out and tried again, blew out again instantly. This really doesn't make sense. It worked "fine" the other night. Anyway, the car isn't too bad physically. It's been rattle canned blue (flaking off). The interior only had a small tear in the seat, but the back seat had a large stain. Didn't smell too bad, but you could tell it had been sitting for a while. The motor has some minor leaks, but doesn't look too bad. $300 does't seem like a bad price, but I'm wondering how much time it'll take before I can get the thing running
