heater/thermal issue

first time poster!! so here it goes

on my '01 celica gts, i get no heat (blows cold) until after driving a while and temp gauge goes way up for a bit. then temp gauge drops back down and heater blows hot air. upon going back to low rpm the blower blows cold air again.

any help appreciated
