1988 celica gt-s runs rought at low rpm but better above 2k

ok i just bought this sweet gt-s for 550. it is loaded. it runs rought under 2k but above it it is smoother. it doesnt seem to have all the power it should for a 135hp car but it is still cool. i pulled the plug wire of #3 while it is running and it did not make a difference at all so i know there is something wrong with #3. i put a screw driver in the plug wire and got shocked(the cheap stupid way of seeing if it works.) and took the plug out. it was all black. i put a new one in but it did not change it one bit. i am thinking that the wire might not be hitting the plug or something. i dont think the head gasket is blew because it doesnt smoke, and there is no water in the oil? also the car shows no oil pressure except for in the early mornings. it runs fine and the oil level is good? i dont know what to do? thanks jonny

rough idle is usually related to ignition and timing. just do a tune up: distributor cap and rotor, new plugs and wires and make sure the timing is correct.
