Serious issue with 92 celica

Replaced the Control arm the other day because the thing was bent and deformed. Took the car out for a test drive, can hear the rotor's grinding now and the brakes barely work now, they're complete crap. Popped the car up, can't even turn the wheels without some effort, seems like the brakes are locked up.

Was told by a friend that if you tighten the bolt on the control arm too tight, it can cause this to happen. Was told that the bolt needs to be "finger loose", and that's why it has the cathater pin in it, so it doesn't come loose.

Any other suggestions? Anyone agree with this?

Lower suspension arm or arm shaft? Which nut has the cotter key? The manual states the nuts have a specified torque. The cotter key is just a precaution. Are both rotors grinding or just the side where the arm was changed? Are you sure it is not something like the dust deflector on the axle, the speed sensor; perhaps the brake line was not reinstalled correctly.

I've messed with the control arm with no problem. It sounds like your rotary disc has too much play. Make sure that the brakes are holding the rotary disc enough to where there is almost to movement when you try to shake it. The dust reflector shouldn't be hurting anything, but if it is just remove it. Like he said make sure the brake line is installed correctly. Maybe bleed the brakes, make sure the pads are in place. But check the rotary disc, that's what the problem is as is sounds to me.
